Question about weed cutters

I keep seeing ads for these tools that cut weeds off below the surface
of the ground, supposedly preventing them from resprouting. Well, all I
can say is that doing so doesn't seem to faze dandelions or thistles one
bit. What's the theory here, and on what weeds does it in fact work?
I'm digging out dandelion roots the size of carrots!

Any weed eater that is advertized to do that is pulling your leg IMO. Weed
eaters were made to cut weeds, not dig up dirt. As for the dandys, unless
you get the root out those little hummers will be right back. They and I
have had an ongoing battle for over 30 years in my front yard. I've not
given up yet but neither have theysigh. I've not found a decent dandelion
killer yet that won't ruin my lawn yet either.
