Default beech tree 'frozen'

Sounds strange but that's what's happened! My young beech tree was producing new growth earlier in the year, but the leaves are small and failed to mature as the season has gone on.
Can anyone tell me what's caused this or should I dig it out?

the copper beech my mother planted had a few years of looking like it wanted to die.
she kept it watered, used systemic and it is a huge fantastic tree 20 years later.
are you watering it? look at the leaves under a magnifying glass and see if there is
something sucking the juices. is it shockingly hot where you are? this may stop
growth too. Ingrid
