Unfortunately, the broad-leaved evergreens available in the southeast do not
have leaf colors other than basic green - except if you can grow pieris
(mountain fire) in Atlanta, which has reddish new growth, or you're not
afraid to plant photinia, which also has reddish new growth, but which will
be primarily green during winter. (It's prone to a leaf-damaging disease
now). However, some deciduous leaves hold their dead leaves nearly all
winter, and one of the prettiest is the American Beech - which leaves its
fall golden leaves on until storms in March knock them down - by which time
it's almost ready to leaf out again anyway.
If you're talking about flowers as "color", some camellias will do fine in
Atlanta - they are evergreen and have pretty flowers during the late winter
and spring.
