I've gotten free mulch - shredded trees - from the power company, but it
doesn't keep the grass supressed in the flower beds.

Would bark chips work better, because they're heavier and block out grass and
weed growth?

no, but if you use landscape fabric or
a few layers of cardboard underneath the wood
chips that will smother the grass roots for a
while.

You need a border below ground to stop the grass roots.
