Default cut leaf maple (thread leaf) question

I planted a 2 foot high thread leaf maple last August. I live in northern
NJ. The plant was fine and I kept it watered duirng our drought. This Spring
the plant hasn't put out any new leaves yet but scratching the bark shows
that the plant is alive and green beneath. There are two leaf buds opening
on the main stock and that's it. Will my tree recover? Anything I can do to
