It looks to me like a bad case of "Red Apple", sometimes called
Aptenia cordifolia.

We use it as a ground cover in So. Cal. land.

Aptenia cordifolia is a thick leaved succulent with flowers.

The one I had is thin leaved, did well with constant moisture and never seemed to
bloom. thanks anyway. Ingrid
