Default Replanting Blackberry bushes

Anyone know the best time of year to transplant blackberry bushes? I
live in Vermont and our winters are very cold, so I don't want to kill
the canes by planting them in the fall if the ground is to cold. Is
there anything specila I should do to the soil? And last but not
least, I've been told not to use "wild bushes" because the could have
dieases is this true?

Any help would be great.
