Default Thatching questions.

Good day all, hope all is finding you well.

I have to thatch a customer's lawn soon for moss removal and some thatch
built up. The moss is a cultural (ie sheeting water from road, driveway)
issue that will not be dealt with soon. The customer is well aware that
the moss will come back in time and is willing to put up with the
thatching process every so many years.

I've done quite a few thatchings in the past and my experiences were
rather mixed. About half of the time the shot weed and the like sprout
before the new grass seed does. Short of the golf greens keeper's trick of
covering the new seed with weed fabric for a week until the seed pops, is
there a better (chemical free) way of doing this? When is the best time to
thatch in the pnw (Lummi Island, west shore)?

Atm, I'm planing on :
Thatching around the 2nd week of April.
Will be using a bluebird power thatcher.
Will reseed and fertilize (cenex sun and shade seed mix/ 21/3/7 fert) on
the thatching day.
Will start aeration once a year (fall).
Encourage the customer to change mowing hight to 2 1/2 inches.

Any other suggestion?
Thank you for your time.
