Cover the seeded area with straw.

Rent a hydroseeder, and use a heavy hydro-mulch slew.
or
sow the seeds, then hire someone with a straw bale shooter/spreader to come
and spread straw over the seed.
or
sow the seeds, then spread out that organic woven fabric used to combat
erosion on sloped areas.
good luck,
Matt

You will find that by spreading the seed, and then thoroughly raking the
ground, that 90% will be covered. Birds will always take some of the seed
and sowing quantities take this into account. For a small area black cotton
thread stretched across at intervals can be sufficient to frighten them.
Best Wishes
