That looks like Queen Anne's lace on steroids. :)

Giant Hogweed - Some photos
 
Here in Colorado we call it Cow parsnip. It grows wild up in the foothills,
usually near a stream. They even have one of them growing in Denver Botanic
Gardens as an ornamental.
