Gold colored stuff in the yard. (Disease or bugs?)

I live in Southern California. Our front yard recently has had two
occurrences of a gold looking pile of granules that seem to dissolve of melt
away into a brown spot in a day or so. Is this some sort or fungus or bug?
How should I deal with it?
