What if Evergreen Bush Dead on Bottom?
 

Look at the following picture. If I trim the dead brown stuff off the
bottom will new green branches every come back, or are these dieing? The
bottom 2 feet has no green branches. Had some big bushes in front of these
and just removed them thus causing the dead bottoms.

Looks like typical week killer or freeze damage.

Only time will tell if it comes back. To prepare for the event it
doesn't, find yourself some very small replacement plants and get them
started.

The bushes and the fence blocked light from the bottoms, causing them
to die back. It probably won't come back, but given time, it might.
Look for new green growth in the dead area. If you see any, encourage
it. You can probably brush off the loose dead stuff with your hand or
a leaf rake to make it look better while you wait for growth.

I don't think evergreens generally grow back on the bottom when
they've died off, do they? Mine don't. I know in the forest I always
see these ridiculous pines or whatever, that look like a christmas
tree growing on the top of a telephone pole.

If there is even a little green in the lower area, it can grow if given more
light. If none at all, probably not.

As has been stated by others the dead growth is as a result of the
dense shade and competition from the previous shrubs. This type of
conifer does not 'normally' regrow. However, if you trim back the dead
growths - not all of the way - and find that some of them are actually
'green' inside the pruned cut as distinct to brown, then you may be in
luck. If that is the case, than regular spraying of the 'dead'
sections - with WATER - will help to rejuvenate it. If the cuts show
nothing but brown stems on the inside, then think of something to
plant in front again - after first trimming up the stems.
