Its a Black & Yellow Argiope, a fairly common spider. Impressive but
harmless. As kids we used to catch bugs and throw them into the web to
watch the spider do its thing.

Actually, its a "she". I believe that zig zag web through the main
web is spun by the male who then ends up as a tasty meal after doing
his husbandly duty.

I've always heard that there have been experiments showing that birds
can see and will avoid the web so as to not accidentally fly into it and
destroy it. It is also thought that it may reflect ultraviolet light
aiding in attracting insects as well as just an aid to stabilize the web.

I have seen this type to, looks like a kind of pond skater but at a guess might be Meta segmentata,Linyphia payculliana, or pisaura Mirabillis.
None of which are poisonous (your quite safe) we have Taratulas and the Chilian Rose only has a bite less poisonous than that of a bee sting.
I seem to remember correct me if i am wrong anyone that a waterboat man as well as having the capacity to drag down tadpoles as they rise to breath and then eat them in the murky depths of a pond can also give a nasty little nip to soft skin tissue. Hope this helps terry,

Having consulted the many books we have in our house, there could also be the possibility of it being Argiope bruennichi, the female of which grows to about 12mm,if your photo shows true scale(the spider in question being against what looks like a standard house brick)then this spider is some 6inches long.
If this is true leave your house now !!, seriously i have never seen a spider that big apart from the bird eater but the colouring does suggest the afore mentioned Argiope of the order Argipidae, and yes they female does eat the male after courtship.

Not always. There have been several cases reported of hummingbirds
getting caught and dying in those type webs. They're just not big
enough to break free.
