Default Pebbles in planter area

I have four planter zones inside the deck area, about 7' by 5' each.

Location is Miami, FL so it's mostly sand. I think over the years the
previous owner had put in some top soils, as well as may be put in a few
inches of pebbles on top. There are electrical conduits under them not
really deep (4"-6") where the pipes come up in the planter areas for the
pool light junction box, and there are outlets there from the junction box
used for landscape lighting in the past.

Over the years of neglect when the previous owner vacated and rented the
property, the renter must have planted something else, and turned the
soil...now, it's a mixture of sand and soil and lots of pebbles all mixed
for at least 8" to 10" deep.

Is there anyway to get all the pebbles from the soil back out, short of
digging everything down 8" and disposing that and starting over?
