Default Atco commodore b12

Morning Forum,

i have been given a atco cylinder mower with a couple of problems.

Problem 1. The clutch does not seem to disengage the mower seems to be stuck in drive, operating the clutch lever does nothing. However the shaft on the engine spins around and clutch hub on the shaft doesn't always spin around, could the clutch be seized??

Problem 2. The machine runs for a while then cuts out i think the problem is that the clutch doesn't spin all the time and adds stress on the engine.

If anyone could advise me i would appreciate it as i would really love to save this machine from the dump.
