Default How to neutralize tar based residue in the lawn???

I cleaned out my eavestroughs onto the lawn one year.. There was a lot of
granular material, i assume was asphalt based. When it gets hot in the
summer the grass in these areas dies back allowing the weeds to flourish. Is
there some way to neutralize ashphalt? Lime or something??
