Why does this left rose bush not grow big with roses like the rightside's rose bush?

Why does this left rose bush not grow big with roses like theright side's rose bush?
Root stock. Excessive sucker growth (Below union ?) taping energy to
many ways. Root stock might be a miniature rose or one of a stunted in your soil. What is growing near the other roses - might help them. Had a similar situation with knockout roses years ago at our hold house. Planted three bushes all side by side. Same amount of light water etc, but 2 grew very fast and huge while the other one had minimal growth and just never really seemed to take off.
