We have 3 lots, all about 1/4 acre each. Our home is one the lot to
the north, the other 2 are to the south of us and are vacant. I mow
everything weekly, the lots are full of trees, shrubs, etc.

Some idiot seems to have dumped cooking oil on one of the sections (I
know who it is, but I can't speak spanish and they can't understand
english). What's the easiest way to fix this? The grass seems to have
died off. I am thinking of digging the affected area out, filling it
back, and replanting. Then maybe exterminating the person who did
this crap. :P

just tell them you will call the cops next time they do that. they will
understand. they probably know more english then you know. point to your
yard and tell them "no ponay chinga aki!!!!!!!!" they will remember and
most likely deny any accusations...

maybe bury them in your yard ...

I would start by calling the cops. They will someone that speaks Spanish. If
you don't nip this in the bud, they will just do it again. You say that you
know who did it, maybe small claims court would give you some money to at
least have the damage repaired.

You could try contacting your state EPA. They might be interested in dealing
with the neighbor. An old man across the street from me was given a stern
lecture after spraying herbicides on his neighbor's shrubs.
