Default Harmony 215 SXA problems- Please Help

I have a Harmony 215 SXA, in which the self-propelled mechnaism does not work properly.

The main problem is that the transmission is always engaged. In normal operation, the hand clutch engages the drive wheels when it is pulled back towards you and until it seats with the
handle.

In its current condition, the clutch handle does not affect
the operation of the transmission, because it is always driving the wheels and will not disengage.

Does anyone know what might be the problem?
