Default More weeds than grass!

You must live in my neighborhood :P

The entire left front section of my yard is almost all heavy clay, mixed
with rocks. There are more weeds growing there than grass.

What should I do to form a better lawn there next Fall? Should I till the
entire area? Or would an aerator, some nutrients, and some pre-emergent
weed killer do the job?
