Default Tomato Help

I have had terrible luck in the last few years with my tomato seeds. I have
started them this year in seed starter. The came up within a week but they
don't seem to be changing any. There is no third leaf yet. Should I
transplant them into real dirt instead of this starter stuff? HELP
