Does anyone know of a sonic device that operates to 100 ft to discourage a
neighbor's barking dog?

Nope. But if I ever find one, I'll post about it here.

What are the noise ordinances where you live? I think here in Wake County
(not in a town), "quiet time" is 11:00 pm to 7:00 am, but I could be wrong,
as it's been a while since we checked.

Be warned I have had friends who have used that device who have had tied
those devices only to cause all the dogs in the area to howl.
I would try the talking to the neighbors and if that doesn't work, which it
most likely wont, people who leave their dogs outside to bark and bark
aren't always the friendliest, you could try calling animal control.
They will serve notice on the neighbors about the noise.

I found one from the magazine on a Delta flight several years ago. I
bought it and sent it back within 30 days. I could not tell a
difference. So then I bought the very heavy/thick glass windows from
Pioneer exteriors for about $700@. The windows, although very
expensive, cut down a LOT of noise. If you want the guys name to call,
let me know and I will find my old records.

Although unfortunately they are for use of up to 10 ft and up to 25 ft.

It would be to your advantage to try and discourage the neighbour not the barking dog - the dog's only
doing what he/she feels compelled to do; if your neighbour is keeping the dog outside all day or not
paying attention to him when they are home then perhaps it is time for a neighbourly chat!
