Default When do slugs come out?

I'm trying to be pro-active this year about preventing slugs and
snails from eating my newly planted summer annuals. I have put
Bug-geta slug bait out a couple of times over the past few weeks (as
well as saucers of beer last night) but have not attracted many slugs
to the buffet or bar. Is it too early in the year (soil temp. not warm
enough?), or did I perhaps decimate them enough last year that there
just aren't that many left?

One night last summer I came home at about 9 p.m. and the sidewalk and
front flower bed were just crawling with the disgusting creatures. I
put out several deep saucers of beer. They had one big "slug fest" and
I had the well-marinated remains of well over a hundred of them by the
next morning.
