Default Roots

I haven't killed any plants lately (knock wood), but there are two
questions about roots which have always bothered me:
1. Can anyone give me or point me to a learned discussion of
the significance of aerial roots? Is it possible to tell when
they're benign, and when they're telling me the plant's in trouble?
2. In repotting, one is advised to cut away rotten roots. How
about the ones which are dried out, with parts of the velum missing
and the central "wire" at least partly visible?
