Default witches broom on Juniperus

I recently observed extensive formation of witches boom on a wild
population of Juniperus horizontalis. The infested clusters of
branches were up to 40 cm in height and showed varying degrees of
health from dead to apparently completely healthy. Has anyone seen
this phenomenon on Juniperus before?
