Default Palm-type plant rerooting

I have a palm-type plant or tree (I don't know what category to put it
in). It appears that a gopher may have eaten the root off completely.
How do I regrow the roots to replant?

I live in San Diego, CA. The plant's leaves (if you will) are sort of
multi-colored, thin and long which makes me call it a palm-type plant.
