Central Ohio afternoon expedition unknown weed
 

I ignored the first couple that turned up

suspecting that somebody planted it, but it's in enough
roadside places that are weed-like that I have to account for it
in my roadside weed list. What is it?

Perhaps not bloomed yet, a cluster of blue balls.
