mutant?

Hiking in the mountains near Albuquerque, there are lots of yellow
daisy-like flowers which I think are close to Tetraneuris (or Hymenoxys)
acaulis, stemless goldflower or stemless rubberweed or whatever.
Occasionally I see a plant that has different flowers, with the petals
replaced by what looks like sterile projecting flowers. Maybe one in 50
plants have this- also occasionally one will have half the petals strange.
All flowers on such a plant have the same apprearance. Anyone know what is
the correct interpretation or this phenomenon. Low frequency recessive
gene? Mutant? Developmental malfunction?
Just curious.
Rick
