Plant without a root
 

In old town Jaffa, Israel I was shown a 15-year old plant hanging in
the alley with the help of wires. The base of the plant looks like a
large coconut and quite a few branches were coming out of it. The
photographs of the plant are on the Internet but I could not find any
more information. I will appreciate very much if some one could tell
me more about it.

You haven't given us enough to go on.

However, Tillandsia (airplant) is a possibility.
