Do I have to turn off filter and UV ?

keep UV and filter running..

the filter needs to gain the beneficial bacteria to sort these problems...

Blanket weed is a problem if you cant/don't keep removing it. there are
hundreds of "chemical" remedies... however it is NOT bad for the pond,
just ugly...
