Potted lotus hasn't come back

Had it going well last year. Went dormant for our "winter"(Southern
California coast). Hasn't come back. Lilies are doing fine

My lotus, here in zone 6, came up a few days ago. The leaves, looking like
weird spears, are about 8" long today.
