Osprey prevention
 
A neighbor of mine is losing his koi to the local osprey. Are there
any good ways of preventing this?

Nets or smaller ponds (they won't dive into a puddle). And heaven help both
you and the osprey if he can't see the net.

Osprey prevention
 
Because an osprey is a bird of prey your friend should call
the Fish and Wildlife folks in their state. They can tell them
what is legal and safe.
Folks will suggest netting but you have to be careful not to
harm the bird and pay the consequences. Also a trapped bird
is very dangerous - sharp beak and talons.
