No. There are no true blue roses. They lack the gene to produce the
blue pigment.

Any rose that looks blue in a picture has had the benefit of ,shall we
say, photographic enhancement. Digital imaging makes this kind of
deception much easier.

So-called "blue roses" are all lavendar or purple.
