Default Question, buds not opening

I am having problems with the buds only opening about half way and turning
brown, not all bushes and not all the time. Thanks for any help anyone can
give me.

Some of my roses have the same problem. Has it been cool and damp?

I've been told by consulting rosarians that the problem is botrytis.
What is interesting is that the roses that show the brown, shriveled
buds rarely show any spots on the blooms that do open. Those polka dots
on the petals are characteristic of botrytis, but unfortunately, so are
dark buds that shrivel and drop.

Do you have any blooms in the garden that display botrytis, not
necessarily on the same rose with the buds turning brown? It looks like
