Unhappy disappearing rose buds!

Hello

I have a lovely climbing rose, I don't know the type as it was already here when I moved in. Every year it gets covered with beautiful fuchsia roses. This year, as usual, it had lots of rose buds but... something is ripping them off! At first I thought they were eaten but I found most of them scattered on the floor around the bush. The worst thing is that this morning I have just seen even the open flowers are gone!!

So far the only affected are the ones over the fence, the lower buds and flowers seem to be fine. Any idea of why this is happening and how I could stop it?
