Twiggy Hedge Roses

We put in a small section of hedge roses along our front walkway about
two years ago. They took fine, but we can't get them to fill out, they just
grow higher and bloom only at the top. We tried cutting them back at the
beginning of this season, but this doesn't seem to have made any difference.
They're getting plenty of sun, food and water this year, too. Any ideas?

You didn't say which roses you planted, but it sounds like you chose hybrid
teas, which have that growth characteristic. Better coices for hedging are
rugosas for cold climates, chinas for warm climates and some floribundas or
polyanthas for most of in between.
