Default Export to Costa Rica

Anyone know about taking roses or cuttings to Costa Rica? I was talking to
someone and they said if there was a whole plant, soil and all, involved it
would be more complicated but that cuttings might be easier. They thought
you'd need to take them to have them sanitized and packeaged and then get
some federal agency to give you some paperwork. Sounds reasonable.
Another friend said that a national rose club would probably know. I
thought I'd ask here.
