Does anybody have experience of sinking wells in Spain?

I know that there has been over the past 30 years a big push to better
irrigate the farmland but believe this has been poorly implimented.

Are there grants available to do this?
How much money (ball-park) are you talking to drill to the water table
and install a basic pump?

Do dew ponds work in areas such as this or is the temperature too
high?
