Avocado Plant problems

It has three main stems growing upwards and they have the little nubs
along their length where new leaves would go, but the new leaves never
seem to emerge. Looking at the tops, there are new tiny leaves emerging,
but something happens and they never grow out into leafy matter. The last
few leaves that did form are kind of crinkly around the edges and have
dried out dead spots. The leafless parts of the stems are about 6" long
now.

Being as it is more or less a sub-tropical...it probably started going
dormant with that first front in mid-September.

Is it using less water?

That's an interesting theory, but this seemed to start before the cold
weather started. Also, it's still growing stem with the start of leaves
at the top. It just never manages to execute a new leaf. I don't think
the stem would still be growing if it was going dormant. Please correct
me if I'm wrong. I appreciate the suggestion.
