question on satsuma pest or disease
 
Our satsuma has black looking stuff on the leaves and branches in
places, looks like thick black mold of some kind?
Also it has ladybug size (bugs?) things on it, they dont seem to move,
and have white hairy looking hairs all around the edges... the tree does
not look to be in good health, but is starting to get blooms....how can
I treat this???...thanks in advance.... I have tried a commercial spray
but it doesnt seem to do anything to it....

Sounds like sooty mold growing on the honeydew excreted by an insect.
Possibly whiteflies... do the insects scatter if you disturb the
plant? If so pyrethrum (not pyrethrin) and neem sprays should control
them. Make sure and get both upper and lower leaf surface. You'll need
to repeat periodically.

You might treat once and then try releasing green lacewings for
long-term control (neem and pyrethrum kill lacewings, so timing is
crucial :-).
