Default Aphids on blooming citrus

My dwarf orange is covered with blooms, many fertilized and ready to set
fruit.
I am finding lots of aphids on the terminal branch leaves. Some young
leaves are curled completely around.
I worry about trying to spray during bloom time. Not even with water.
Any solutions?

I am in Phoenix, but your group is as close to my climate as I could get! I
