I have these all over the place. What are they, and do they matter?

I also have the bugs that Victoria described that run around to the back
of the stem when you get close to them all over my perennial hibiscus
(and only on it). But they don't seem to cause any problems...

Looks like stink bug.

They are considered true bugs in that they are born and require no
metamorphosis. In other words, they look like the adult, but can take on a
nymph stage. By the shape, I believe it to be a stink bug of some sort.

Looks more like something called a "leaf-footed bug".

We also have these on the crepe myrtles. Worse though, they have done a
number on our Giant sunflowers. (nearly killing one of them). I think the
dose of Bug-be-Gone finished the poor plant off.

These bugs destroyed my tomatoes last year...
 

These guys can do a number on vegetables. I had a ton of them last year and they sucked the life out of the tomato vines and ruined the fruit to boot.

The nymphs seem to love prickly pears and can destroy them also.

The best thing to do is to keep your place as clean as you can, especially in winter. I chopped out all the long weeds and grass along the fencelines etc and kept everything trimmed up and clean over winter, and they didn't come back this year.
