One close examination of my Texas Mountain Laurel, I see dying branch tips
and spider web looking stuff...what are these and how to kill them?

Any help would be appreciated!

Web worms. Tear open the webs with a stick, the birds will come eat the
worms. You could also spray with BT. Unless it's a huge tree, mechanical
removal works great with web worms.

So, just snip them off and they will go away?

Find ways to attract birds and wasps to your garden. Mockingbirds love
webworms, so do blue jays and woodpeckers.
