When is grass cutting time?

Here in Surrey the blades are already whirring though the grass still
seems wet and wintery and in need of a little more sunshine.

Is there a way of judging when it's best to commence snipping?

The best time to cut is late afternoon when the lawn is at its driest.
Providing the ground isn't muddy you should be able to cut now. Set the
blades high and I just go quickly over the grass do not work back and
forward over the same spot.

When it is long enough to need it, and the lawn is dry enough to
cut. As someone else has said, start off by cutting it lightly
(i.e. just removing the tops and longer bits).
