What's wrong with my lucky bamboo?
 
Had this since Christmas but in the last week one of the stems has gone a
yellowy colour although the stem still looks fine. This morning I've noticed
it has three clusters of small black dots on the one stem plus some of the
healthy stems also have some black dots.

Is this some sort of disease & if so what can I do.

The black dots indicated the stems had not been cleaned in the factory, the black dots are excrement of the insect, you can wash them away with a piece of cloth.
