Rosemary is a short-lived plant in rich soils and wet conditions.
Some people can keep it going; with others it dies after 5-10-15
years. It is also not all that hardy.

I have lost all of the rosemaries that I planted last spring
around a drain cover, due to a combination of getting a bit
overgrown by a passion flower and the cold winter. A pity,
because they were a good blue. I shall have to repeat with a
hardier form.
