leggy seedlings

Some of you may remember that I started some chilli seeds in the airing
cupboard, and becuase of the lack of light, they were very leggy.
If seedlings start leggy, will they always be leggy ?? ie have large
verticle gaps between branches ?? Or will it just be the stalk below the
first set of leaves that will be a little too long ??
