Default Pruning a Young's Weeping Birch

We have a Young's Weeping Silver Birch which isn't just weeping, it's crying
it's eyes out and 'flooding' the garden beneath and around it with the
overhanging branches. We need to prune it and know where to prune for the
best effect without spoiling it's appearance.

Question. When can we start to prune?
