Why dry onions and garlic?
 
Is it simply for storage reasons, or are there culinary considerations?
The reason I ask is that I have run out of last years onions and garlic
but my autumn sowings are looking good, can I use then?

Yes, you only dry them for keeping

Yes, we are already using our Garlic which has finished growing anyway and
we use the onions that have flower stalks as they won't keep.
