"Furry" Stemmed Buddleia?
 

Bit of a dillema/plant ident question. My friends garden contains what
looks like a 'furry' stemmed buddleia bush. I've also noticed one in the
local park.

Any answers?

Try a Google image search on Buddleia fallowiana to see if that matches the
description.
